# Can Bitcoin be frozen? Keys, custodians and miner censorship

Bitcoin has no general issuer-operated button that freezes any chosen address. Spending ordinary self-custodied bitcoin follows the conditions of its outputs and the network’s validation rules. A custodian can restrict an account or refuse a withdrawal, and miners can decline to include a transaction. Those actions can obstruct use without being the same as a universal change to the owner’s Bitcoin spending conditions.

## Key facts

- **Custodial balance:** Depends on the service honoring withdrawal ([Some things you need to know](https://bitcoin.org/en/you-need-to-know))
- **Output conditions:** Determine what authorizes a valid spend ([Transactions](https://developer.bitcoin.org/devguide/transactions.html))
- **Inclusion:** A valid transaction still needs block inclusion ([Mining](https://developer.bitcoin.org/devguide/mining.html))

## Identify who controls the relevant action

A service account displays a claim on that service’s bitcoin. If it blocks withdrawals, the account holder cannot necessarily bypass it by signing a transaction; the service may hold the keys. Self-custody changes that key-control relationship.

An output can still have spending conditions such as multiple signatures or a time restriction. An absent required signer or unmet delay is a limitation in those conditions, not evidence of a new network-wide freeze button.

## The same message can describe different problems

Imagine an exchange labels a 100,000-satoshi account balance frozen. That may describe the provider’s refusal to process a withdrawal. In a separate wallet, a valid transaction may remain unconfirmed because no miner has included it. The same word would hide two different mechanisms.

Determine whether you have an account claim, a spendable output under keys you control, or a transaction awaiting inclusion. The relevant next step depends on that distinction.

## Self-custody does not guarantee uninterrupted use

Miners select candidate transactions, and a transaction’s validity alone does not promise a confirmation time. A sufficiently powerful censoring participant can affect inclusion without gaining authority to forge arbitrary owners’ signatures.

Key loss, device compromise or restrictive spending conditions can also prevent use. This article describes technical authority, not whether a particular person or service has a legal obligation to freeze or release assets.

## Questions

### Can a miner spend my bitcoin merely by refusing my transaction?

Refusing inclusion does not itself provide the signatures or other conditions needed to spend your outputs. Censorship and spending authority are different capabilities.

### Does controlling my keys guarantee every service will accept my bitcoin?

No. Bitcoin spending authority does not require an exchange, merchant or other service to offer an account or process a payment. Service access and protocol validity are different questions.
