## Follow both sides of the arrangement

When an issuer accepts money to create tokens, token obligations increase alongside the assets intended to support them. Redemption reverses that relationship: tokens are returned under the issuer process and money is paid out. Moving existing tokens between wallets ordinarily changes neither total circulation nor reserve assets.

For example, a simplified issuer begins with $1 million in reserves and one million tokens outstanding. A customer redeems 100,000 tokens. If the issuer retires those tokens and pays $100,000, the remaining reserve and circulation are each 900,000. This example excludes fees, interest, settlement delays and other liabilities.

## A dollar of valuation is not always a dollar available now

Circle’s transparency materials distinguish bank deposits, Treasuries and overnight reverse Treasury repurchase agreements. Tether’s terms define reserves more broadly. These are descriptions of different asset arrangements; a shared dollar reference does not make the portfolios identical.
