## Locate the layer that prevents movement

An issuer-controlled token contract can reject transfers under its rules even when the holder can sign. A custody platform can separately suspend withdrawals in its own system. A chain or RPC outage can stop submission or observation without either kind of token restriction.

Circle’s terms describe blocking transfers involving designated addresses and circumstances involving legal orders. Tether’s FAQ describes circumstances in which tokens may be seized and destroyed remotely. A public administrative action can establish that a role changed a token’s state. It does not, by itself, establish the beneficial owner of every affected address or the legal reason for the action.
