Imagine a report lists $1.02 billion of assets against $1 billion of covered token obligations. The arithmetic surplus is $20 million and the coverage ratio is 102%. Those calculations are useful only after establishing that the asset total is usable for those obligations and uses the stated valuation basis.

If $100 million is locked, pledged, difficult to sell or unavailable at the payment deadline, the simple ratio does not describe same-day liquidity. This example is invented to show the questions; it makes no claim about an actual issuer’s encumbrances or holdings.
